The first meeting of the secret society of the Commandeurs de l’Ordre de Jacques-Cartier is held in Ontario

The society is a reflection of a certain amount of frustration among French Canadians who feel that their rights are being ignored.

Albert Ménard, a Francophone civil engineer and federal public servant, met with Father François-Xavier Barrette, the priest of Saint-Charles Parish in Ottawa, and they recruited a number of other people to start a secret society, similar to the Freemasons.

The society would use the same clandestine strategies to ensure the survival of French Canadians and increase their access to positions of power.
