The Blue Metropolis Foundation is established in Montréal, Quebec

The Foundation’s mission is to bring people of different cultures together to share in the pleasure of reading and writing.

The Foundation helps brand Montréal as a festive, bilingual and bicultural city with where tourists are welcome.

It organizes parallel activities in English and French, like the annual Just for Laughs / Juste pour rire comedy festival, which was created in 1983.

The Foundation also produces the annual Blue Metropolis Montréal International Literary Festival, which is a multilingual event.

In 2009, Commissioner of Official Languages Graham Fraser created the Award of Excellence – Promotion of Linguistic Duality. The Award is given to an individual or an organization in Canada that is not subject to the Official Languages Act but that stood out by promoting linguistic duality in Canada or abroad or by contributing to the development of official language minority communities.

Linda Leith, founder of the Blue Metropolis Foundation, was the first recipient of this award.
