Section 15 of the Act respecting health services and social services recognizes the right of English-speaking Quebecers to receive health care and social services in their language.

Recognition of the rights takes into account:

the organizational structure and the human, material and financial resources of the institutions providing the services; and
the fact that the services are planned for in the Access program for English language services drawn up by the institutions.
